Instructions
The Dough
In a medium bowl mix the condensed milk and powdered milk using a wooden spoon or whisk until well combined.
Then start adding the icing sugar portions by portions and mix until it becomes thick enough to handle with your hands.
Keep adding powdered sugar until the dough becomes soft, smooth, and moldable and no longer sticks to your hands.
At first, the mixture may feel sticky and messy, but as the ingredients combine the dough becomes easier to work with.
To Make the Traditional Version
Roll the dough into small balls and lightly dust them with powdered sugar.
Place a clove on top of each one if you want to prepare them the traditional Venezuelan way.
Then place them in small candy cups or serve them on a platter.
To Make the Easter Version
For the Easter version, divide the dough into three portions (or more if you like) and tint each with a different color.
I used light pink, blue, and yellow. Because the dough has a creamy color, the blue turned slightly green — but honestly, that made them look even cuter.
Roll small balls first and then gently shape them into little eggs.
They don’t have to be perfect. They may spread slightly once resting on a surface, but they still look adorable.
For a cute presentation, shred some milk chocolate onto a plate to create a little “nest” and place the eggs on top.
Serve and Enjoy!

Quick Tips
Tips to make perfect papitas de leche every time
Dust your hands with powdered sugar: This helps prevent the dough from sticking while shaping.
If the dough is sticky, add a little more powdered milk or powdered sugar.
If the dough becomes crumbly, add a small spoonful of condensed milk until the dough becomes smooth again.
Use a small cookie scoop to help portion the truffles evenly.
After shaping them, allow them to sit for about 10 minutes so the outside dries slightly.
